I think Chloe has more going on than she is permitted or expected to. That said, she thinks the woman in the wheel chair is an agent, a stalker, thug life or all of the above, but she is clearly surveilling Chloe. That's obvious. She is watching Chloe's comings and goings, in's and out's , off's and on's and etc. Then, if anything is out of sync, and/or Chloe does anything differently, she is all eyes, but so are a lot of other people.
Likewise, there is no way Chloe is suddenly seeing Gigot everytime she throws out dish water. She literally had not seen Gigot in yeeeaars... not since she had all that trouble. And the streets set that madness up .... or at least facilitated it. She doubts her suddenly bumping into him so frequently is coincidence. She thinks the streets sent him...just like they sent him before.
The stalking is nearly 24/7 at this point. She just has too much going on to be left alone. The stalking must be very expensive to implement tho... very expensive.
